Tenant/Homeowner Responsibilities
What should I know about my responsibilities
as a tenant renting a
house/apartment/trailer
or as a homeowner?
- Not more than 5 unrelated adults are allowed to live in a single family dwelling. (There is no limit for family members.)
- It is the renter’s responsibility to keep the property clean and free from debris and garbage.
- It is against city ordinances to have abandoned vehicles in your yard. (Or vehicles that can no longer be used.) If the vehicle is not removed by the owner, the owner will be ticketed and the vehicle towed away.
- Parking in front of your residence is only allowed if it is on a driveway surface. It is against City Ordinances to park in your yard.
- Large commercial vehicles cannot be parked or stored in residential districts or on public streets.
- Building any fires in your yard to burn debris is not allowed, with the penalty being that you would have to pay a fine or thirty days in jail.
- If you live in a house within the City Limits, it is important to follow the regulations for trash pickup:
- Garbage must be placed in a City-compatible roll-cart. You can not have extra garbage outside of the cart. The lid opening must face the street.
- Do not overfill or pile garbage on top of the lid. Your garbage must be bagged, inside the roll-cart and the lid must be able to close all the way. You may take excess garbage to any York County Convenience Center.
- The roll-cart must be at least 3 feet away from any other objects.
- Do not put hazardous materials (paint, poisons, gas, etc.) or construction materials in your roll-cart.

Every home should have smoke detectors for the safety and wellbeing of everyone living in the home, but it is the Landlords responsibility to place the smoke detectors in the homes. The renter must replace the batteries twice a year.

Can I keep animals on my property?
- City ordinances regarding chickens and rabbits: They are allowed if kept in coups that are at least 30 feet from dwellings. Under no circumstance are they to be allowed to run free in your yard or neighborhood. If you have an animal that is not kept properly, you could be issued a ticket.
- Goats and other farm animals are not allowed to roam free within the city limits.
- Dogs must be kept in yards or be restrained and not allowed to roam free within the city limits. You could receive a fine or thirty days in jail if you do not keep your dogs tied up. Also, if your dog’s barking disturbs your neighbors, you could be cited for breaking the City’s Noise Ordinance. Remember to keep your dogs and cats shots up to date, to keep them free from rabies and other diseases.
